About the Chips and Science Act

The CHIPS Act is a U.S. federal law that authorizes and appropriates $52 billion to boost domestic semiconductor research and production. It is part of the larger CHIPS and Science Act, which invests $280 billion in semiconductor and scientific R&D. The Act includes $39 billion in subsidies for chip manufacturing on U.S. soil along with 25% investment tax credits for costs of manufacturing equipment, and $13 billion for semiconductor research and workforce training.

The CHIPS Act could boost semiconductor research and manufacturing in the United States and trigger a wave of reshoring. However, there are caveats associated with the Act.  To wit:

  • It is taking the Administration a long time to disburse funding under the CHIPS Act.
  • The CHIPS Act is littered with diversity, equity and inclusions provisions, which distract management teams from developing semiconductor businesses and compel the diversion of investor dollars to racist, discriminatory and sexist initiatives.
  • Requirements to provide child care services and to hire unionized labor may receiving CHIPS funding costly.
  • The CHIPS Act prohibits funding recipients from expanding semiconductor manufacturing in China and other countries that pose a national security threat to the U.S.

Andrew Schwinger has become well versed in raising equity, loans and grants from a variety of sources for semiconductor companies.

More About Andrew Schwinger

Andrew Schwinger began his career in trading and investment management starting on the equity options exchange floor as a floor trader. He worked in this space for over 15 years earning the CFA® Chartered Financial Analyst credential and worked in the USA, Japan, and Hong Kong during this period. His relationships overseas lead to business development and consulting roles overseas and in 2020 he returned to the USA.

He now works in a Business Development role for Cactus Materials, a compound semiconductor company that designs, patents, and manufactures advanced photonic devices – detectors and lasers in Tempe Arizona. In this role, he gets involved in the Chips Act application process and sits on the Semiconductor Task Force lead by the Arizona Commerce Authority, the Semiconductor Workforce Development Subgroup, and joins the monthly greater Phoenix semiconductor meetings.

David Wanetick is the CEO of Davos in the Desert. Under his leadership, Davos in the Desert is putting a dent in the globalists’ power grab. He developed the Certified Patent Valuation Analyst designation.

He is the author of seven widely acclaimed books, including The Strategic Negotiator: A Manual for Negotiating at the Elite Level.
